Jacek Wilczewski

Experience / Projects

Jacek is an attorney-at-law with more than 20 years of professional experience, currently heading Sendero’s Energy, Electronic Communications and State Aid Practice. His professional career includes legal assistance for local authorities, government departments, Office of Electronic Communications, Telecommunications Institute and, more importantly, for businesses, mainly in the infrastructure sectors. Jacek has authored several hundred legal opinions, spoken at training courses and industry conferences, and provided client representation in numerous cases before administrative courts. Engaged by the Polish telecom regulator (Prezes UKE), he headed a team of drafters working on a legislative proposal which later became the Telecommunication Networks and Services (Development Support) Act. He has been involved in work on removal of obstacles in telecommunication investments, natural gas extraction, nuclear power plant development, modernization of power transmission lines and railways, and in legal assistance for key companies in those sectors. In addition, he offered legal assistance in projects under the government Clean Air programme. For many years he was an expert for telecommunications industry association and was recommended by Chambers Europe for Telecommunications–Media–Technology.

Jacek headed a team of advisors working on state aid notification to the European Commission in relation to projects „Sieć szerokopasmowa Polski Wschodniej” (Eastern Poland’s Broadband Network), „Internet dla Mazowsza” (Internet for Mazowsze Region), „Budowa WSS” (Development of Wielkopolska Broadband Network), whose total value exceeded PLN 1.5 billion. In his mind, the most important of his career developments included providing legal assistance for the Play mobile telecom for more than 10 years of its presence in Poland, and successful implementation of fibreoptic network development projects.

Curriculum vitae

Jacek graduated from the University of Wrocław (Faculty of Law and Administration) in 1995. In 2000-2005 he worked for a Wrocław-based law firm, providing services to such clients as a multinational telecom and a manufacturer of urban buses, while doing his trainee attorney-at-law practice. A registered attorney-at-law since 2005, Jacek was a partner in GWW law firm in 2005-2015, heading its Infrastructural Projects Department, and of counsel since 2015. For many years he was an expert of the National Chamber of Commerce for Electronics and Telecommunications. Jacek co-authored a commentary on the Telecommunication Networks and Services (Development Support) Act (CH BECK 2013). In 2016-2022 he worked for Bosetti Global Consulting to assist several dozen Italian-owned companies, especially in relation to new investment and energy law. He also headed the transaction involving sale of the University of Lower Silesia (Dolnośląska Szkoła Wyższa). With Sendero Tax & Legal since mid-2022.
