The fee for converting usufruct into ownership should be the same as the former usufruct fee until some other fee amount is determined in a final court judgment.
The beginning of this year has seen significant legal changes in the residential properties market as, effective as of 1 January 2019, perpetual usufruct right was converted into ownership (full title). This was done under the Act of 20 July 2018 on the conversion of perpetual usufruct of land developed for residential uses into ownership thereof (Journal of Laws of 2018, item 1716). This change applies solely to land which has been developed for residential uses or for mixed business and residential uses (in multifamily developments, if more than half of the premises are zoned for residential purposes).
